P2P revisited

Why can't we work out a simple way to send €5 as an email attachment?

Don't think of it as a monetizable opportunity, i.e. figure out how to profit from brokering such transactions as is the basis for eBay, PayPal, etc.

If we could do this we'd be on our way to a "peoples' bank".

I can send £5 to someone's email address via PayPal. This is literally just an email they click on in order to access the money, with the proviso they either have, or set up, a PayPal account. In what way is this current system deficient?

The presupposition of having a PayPal account, which presupposes having a bank account.

People still like money without necessarily having either banking or PayPal, so I was looking (in vain, so far) for a wsy to get a €5 note sent by email.
